I think the start and park has been around a long time. The idea is that you run enough laps to satisfy the sponsor and earn enough money to cover expenses, then save your equipment for the next race. I don't particularly care for it, but if you are fast enough to just barely qualify, then odds are you are going to end up being lapped a lot and moving that slow can cause crashes.
