The Flares can be deployed from any altitude, but their activated position will be 2,500 ft (750 m) above where they strike the ground. They have a smoke trail (fx_contrail_s) when released as an aid to aiming, but they illuminate a pretty wide area so perfect accuracy is not critical. They will burn for 5 minutes.

The illumination effect is not drawn by AnKor's shaders if you are not looking in their direction so it might not always look like they are on when you would expect them to be...
