Just a though as I am not an OS expert but I just have an abstract feeling that after switching to Win10 I did get a performance gain (It could be fake or placebo). I have the impression that Win10 are leaner than 7 in terms of background running processes that may affect simming and stutters. Could Nick Needham's Bible in setting up a lean Win7 help?
 
Looking at your setup Ed...

You are extremely conservative everywhere with one exception. Your LOD and Autogen draw are maxed. Because V4 renders those two particular settings at distance and density much hither than V3, you are rendering out to the horizon at a super high density.

Try scaling those back to about mid bar and see if you get any improvement.

I can confirm this.
I am on Build 1703 W10 Pro.
FSX-ACC is runnig great here.
No reason for me to go back to W7.

Gotta give it to Nick, he has always been no nonsense and to the point and after reading through about 2/3rds of his Bible it was obvious that I was not going to benefit from his comments. Based on his recommendations My System contains everything he finds sub-par and in need of either immediate replacement or upgrade, lol.

The lone suggestion he had that I will at least look into is the BIOS and if there are any updates to the current Bios for my system. Other than that, my system/Win7 is what it is.

They might be easier on simming, but they're definitely not fewer. My Windows 7 rig ran with 33 processes, including my installed software. Windows 10? 75 Windows processes, and 31 miscellaneous. I do think 10 runs faster though.
 
One thing you might try is turning off FXAA and switching 2xMSAA to 2xSSAA. I still had the tiniest stutters until I did that. I also set the frame rates to unlimited. Not sure why those three things helped, but they did. Stutter-free now.
