CFS3 "No British HQs/Squadrons" issue with creating the campaign

Hello, I am having an issue where after installing the 3.1 patch for CFS3 I get this error message that states "No British HQs/Squadrons can be properly placed with spacing 2 given the current squadron data and front-line shape". Interestingly I do not have this issue when I try to create a campaign without the 3.1 patch so maybe the 3.1 patch I downloaded from fileplanet is corrupting the installed files. Or do I also need the 3.1a patch to fix what the 3.1 patch breaks?
 
I just finished downloading 3.1 and 3.1a from SOH and after installing them in the respective order I am still getting "No British HQs/Squadrons can be properly placed with spacing 2 given the current squadron data and front-line shape".
 
I think I fixed it. I downloaded 3.1 from the SOH resources here:

Order of operation for windows 10 is as follows:
  1. Install CFS3 disk or ISO. Mount disk 1 and run CD1.exe as administrator. Use custom install and use fill install while leaving the default installation path that setup chooses. begin installation.
  2. When prompted to insert or mount disk 2, do so and the installation will continue. Once complete DO NOT PLAY. Close the program.
  3. Begin installation of the 3.1 (CFS3UpdateEng) by running it as an administrator and close the program once complete
  4. Install the No CD patch (cfs3nocd) that will let you run the game without a CD. Just drag the file into the CFS3 folder and hit replace.
  5. Windows 10 or Windows 11 might have flagged CFS3.exe as a forbidden program. You can disable this restriction by opening the properties of the cfs3.exe and selecting "Unblock" then hit apply.
  6. Go to compatibility in the properties of cfs3.exe and under settings set the game to "Run this program as an administator". Next, under "Compatibility mode" set it to Windows XP (Service Pack 3). This is the final step but it is important.
You should be good to go after that.
