If I had to venture a guess, I would say it's a graph showing Speed/ Fuel Consumption ratios. I would think Wind Drift and other calculations
would have been done with an E6-B or similar instrument.

I do not know exactly, but I think the fuel at anything.But the speed, in my opinion, is already quite close.Fuel consumption on a more difficult schedule determined they nonlinear.For example, here for the B-29:

From the photo, I would say the two illustrations match pretty closely! In your Photo, the X axis of the graph calls out Altitude, the Y axis, Time to Climb. Looking at the Notations in the upper right of the Photo, it could be a Climb Power profile, suggesting best MP/RPM settings for a given weight, OAT and Fuel Consumption.
